Responsibilities

Serve as an advisor to the Assistant Director and other (CESER) management on matters relative to state energy security and cybersecurity policies and programs.
Provide technical, analytical, and financial support and advice on assigned tasks and projects using the appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy.
Manage a broad project portfolio, developing and implementing innovative solutions to improve efficiency and mitigate risk supporting state energy and emergency officials
Manage engagement with a wide range of stakeholders, proactively identifying issues and analyzing data to make effective, accurate and timely decisions when appropriate or provide management with recommended actions that detail the impact to stakeholders, possible risks, and desired outcomes.
Evaluate federal and state energy cybersecurity policy and advise management and key stakeholders.
Develop guidance and technical assistance offerings to aid state officials in effectively implementing cybersecurity policy and energy sector programs.
Inform external partners of the potential effects of new or revised policy and guidance on cyber operations partnering activities
Serve on agency and interagency policy boards
Advise stakeholders on supply chain risk management
Assist the Division by conducting research and analysis of cyber events to inform cyber mitigation strategies.

Required

You must be a U.S. Citizen or National.
This employer participates in the e-Verify program.

This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
Obtain and maintain a 'Q' security clearance. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
Applicants must have IT-related education and experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience for GS-14: Experience developing/implementing tools and techniques on the analysis and evaluation of cyber, physical, or climate threats to energy infrastructure; Performing formal and informal briefings and presentations to high-level management and stakeholders as it relates to energy infrastructure and energy cybersecurity policy development.
Specialized experience for GS-15: Experience with strategic planning, stakeholder engagement, and cross-agency coordination to address cyber, physical, or climate threats to energy infrastructure; Advising on program priorities, such as financial management, management process development and performance analysis, project justification, coordination, and execution as it relates to energy infrastructure and cybersecurity.
There is no substitute of education for experience at any of these levels.
