Responsibilities

Manage, develop, and coordinate documents prior to submitting to the Contract Officer. Monitor contractual documents and actions post submission. Assist other CORs and assigned program office and/or stakeholders in the guidance, research, problem-solving, implementing and monitoring required of corrective and administrative action(s). Assist with developing, recommending, and/or suggesting evaluation criteria and source selection plans for best value contract acquisitions. Maintain training and status of COR criteria to ensure current requirements and skill to monitor contracts. Provide and update data regularly to the IDT Contract List and all other contract related spreadsheets, databases, and systems.
Research, establish and/or maintain a detailed data base for office contracts by individual delivery/task order. Maintain and monitor monthly contractor and Government reports and perform analysis on the status of funding, burn-rates, contractor manning levels, and actual services and functions performed. Recommend and establish new contract acquisition strategy to satisfy intelligence requirements.
Plan, establish, and manage information technology (IT) projects. Develops strategies and methods, collects appropriate data, analyzes results, and provide specific recommendations. Define project and program scope, formulate strategy, identify the necessary tools, technologies, and resources needed to accomplish the project, plan detailed project plan of tasks to be performed, deliverables, and schedule, and implements the same.
Provide advice and guidance on contract acquisition management requirements, development, and administration.
Plan, prepare, present, organize, host, conduct and/or document meetings and briefings to various stakeholders including management and executive leadership across an organization. Provide recommendations, suggestions, guidance, or direction for initiatives, procurement efforts, and/or projects.

Required

US Citizenship or National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Meet time-in-grade within 30 days of the closing date, if applicable
Register with the Selective Service if you are a male born after 12/31/1959
Direct Deposit of salary check to financial organization required
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees
Serve a one year probationary period, if required
Undergo and pass a background investigation (Tier 2 investigation level)
Have your identity and work status eligibility verified if you are not a GSA employee
At least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service

Problem Solving - This skill is generally demonstrated by assignments where the applicant evaluates the efficiency or effectiveness of organizational programs, projects, or operations
Specialized experience is defined as experience serving as an Information Technology (IT) Project Manager managing assigned IT projects to ensure adherence to budget, schedule, and scope of project
Assisting the program and procurement offices performing contract management and contract administration functions associated with the issuance of IT contracts, task orders
Manage projects using agile methodology techniques
Assisting with performing pre-award, post-award, and contract closeout activities for information technology products
Providing advice and guidance on contract acquisition management requirements for information technology
Consults with customers to evaluate and translate functional requirements into technical solutions
