Responsibilities

Develops new insights into unique/unprecedented problems, issues, and situations and proposes and applies innovative technological/digital solutions (e.g., software, applications, platforms, programs, services) to make program office organizational and operational improvements; facilitate creation/maintenance of work environments that encourage creative thinking and innovation, and design and implement new or cutting-edge programs and processes.
Reviews IT and associated projects for technical feasibility and adherence to the program office and partner/customer agency organizational objectives and recommends actions on proposed acquisitions/contracts, federal/interagency/program office enterprises, and/or other similarly broad strategic initiatives. Formulates strategies consistent with the business and vision of the organization and its myriad stakeholders in terms of efficiency, effectiveness, and economy of IT/technological goals and objectives.
Confers with key government and private industry officials and other top experts in IT and other related and associated fields, representing the program office at technical symposia, conferences, and comparable gatherings. Serves on agency, interagency, and technical society committees of national importance as a recognized authority in areas to include but not limited to: modern human-centered approaches to information security, product and platform development and deployment, open government policy and implementation, and web application development.
Manages and monitors technical aspects of broad programmatic issues to ensure completion, recommending changes or solutions to problems or redirection of effort as required.
Identifies, leads, and/or participates in national special initiatives, projects, studies, work groups, task forces, panels, and comparable efforts, which frequently focus on unprecedented problems, policy making, and shaping the future direction of TTS programs.
Serves as a recognized technical authority on policy, planning, and software as they pertain to digital technology. Influences internal agency executives to translate the program office senior executive management officials’ vision into action.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Serve a one year supervisory or managerial probationary period, if required.
Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
Serve a one year probationary period, if required.

Applicants applying for the GS 15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS 14 level in the Federal service as described below:
Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.
To qualify, you must have one year of specialized experience. Specialized experience is defined as and must include: Partnering with senior leadership and senior stakeholders across teams or enterprises to achieve organizational goals;
Working with, or leading, teams of individuals from one or more professional disciplines devoted to digital service delivery, such as software engineers, product managers, user experience designers, content strategists, agile project managers, or other digital service delivery disciplines;
Supporting the overall planning, management, and direction of a technical program or product;
Experience developing, or leading the development of, cloud-based infrastructure and software in commercial or government cloud environments, and;
Working on a digital product or service that required balancing user experience with security or privacy considerations.
