Responsibilities
Distributes and balances workload among employees in accordance with staff work flow, ensuring timely accomplishment of the assigned workload, and that each employee has an equitable workload
Obtains assistance from the supervisor on problems that may arise such as backlogs
Estimates and reports on expected time of completion of work
Maintain records of accomplishments and time expended
Instructs employees in specific task and job techniques and makes available written instructions, reference materials and supplies
Provides on the job training to new employees in accordance with established procedures and practices
Maintains current knowledge and answers other employees' questions on procedures, policies, directives
Obtains needed information or decisions from supervisor on problems that come up
Checks on work progress or spot checks work not requiring review to ensure that supervisor's instructions on work sequence, procedures, methods and deadlines have been met
Amends or rejects work not meeting established standards
Refers questions or matters not covered by established standards to the supervisor for higher level review
Resolves simple, informal complaints and refers others to the supervisor
Reports to the supervisor on performance, progress and training needs of employees, on behavior problems and provides information to supervisor as requested concerning promotions, reassignment, or recognition of performance
Develops and implements standardized VISN procedures and processes in the form of Standard Operating Procedures (SOPs) governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities
Provides advice and guidance to facility management officials with interpretations of OWCP policy and procedures as outlined in VHA Directive 1609
Conducts reviews of new or proposed agency or administration personnel policies, procedures and guidelines for impact within the VISN workers' compensation program
Monitors and tracks injury management and workers' compensation quality indicators and subsequent impact on the facility and network director's performance standards
Prepares VISN WCP improvement reports processed through the corporate data system that identify specific facility needs or problems
Metrics are provided monthly to the VISN shareholders
Monitors and tracks workers' compensation action plans related to the WCP improvement reports
Completes technical reviews, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims
Provides guidance and counsel to facility and VISN employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Education must be in a field that equipped the applicant with knowledge, skills, and abilities to perform the duties of the Human Resources position.

Preferred
Experience evaluating, authorizing, and approving requests for continuation of pay or annual and sick leave in lieu of COP
Initiating processing of employee benefits, absences, and return to work among human resources, fiscal, and the Department of Labor
Preparing written letters of challenge to notify OWCP of the deficiencies when any of the five elements are not met with factual and objective evidence
Monitoring the medical progress and duty status of all injured workers by obtaining periodic medical reports
In-depth knowledge of the applications, laws, regulations and policies that govern the actions of the daily functions HR Specialists for OWCP
Combination of Experience and Education: Applicants may substitute a Graduate level degree and three years of progressive specialized experience equivalent to the GS-11 grade level, if related.
