Responsibilities
Distributes and balances workload among employees in accordance with staff work flow
Ensures timely accomplishment of the assigned workload; ensures that each employee has an equitable workload
Keeps in touch with the status and progress of work; makes day-to-day adjustments in accordance with established priorities.
Estimates and reports on expected time of completion of work; maintain records of accomplishments and time expended
Prepares reports as requested; instructs employees in specific task and job techniques and makes available written instructions, reference materials and supplies.
Maintains current knowledge and answers other employees' questions on procedures, policies, directives, etc.
Obtains needed information or decisions from supervisor on problems that come up.
Amends or rejects work not meeting established standards.
Refers questions or matters not covered by established standards to the supervisor for higher level review
Monitors working conditions; approves leave for a few hours or for emergencies
Informs employees of available services and employee activities.
Coordinates and leads the design, improvement, implementation, and quality measurement of the Network HR Compensation program.
Develops, analyzes, and issues guidance to create operating procedures or processes for a Network compensation-related program.
Oversees the development of a coherent framework of compensation policies and practices to achieve compensation requirements and to directly support the Network's strategic plan.
Consults with leadership on the utilization of compensation flexibilities to facilitate recruitment and retention for hard to fill, critical positions.
Advises leadership regarding annual regulatory compliance requirements to achieve correct compensation results, avoid unnecessary costs, settle claims against the Government, and foster an understanding of statutory compensation entitlements, regulations, and court decisions.
Serves as an expert and provides guidance, oversight, and review of compensation programs to include, but not limited to, application of the Fair Labor Standards Act; physician, dentist and podiatrist compensation reviews to include biennial reviews, market pay reviews, and pay for performance, Locality Pay System reviews; special salary rates; annual compensation reviews Recruitment, Relocation, and Retention Incentives (3Rs); pay administration.
Manages the establishment, verification, and continuance of all special salary rates and schedules Network-wide.
Conducts valid wage evaluations, ensuring the integrity of comparable data from reliable sources are utilized as evidentiary support of establishment/update/continuance of compensation considerations.
Monitors and recommends action on all pay limitation areas.
Manages Network-wide participation of programs such as the Student Loan Repayment Program (SLRP), Education Debt Reduction Program (EDRP), Retention, Relocation, and Recruitment (3Rs) incentives, and any associated Network-wide advisory boards (i.e. Retention Incentive Review Board).

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher AND three years of progressive specialized experience equivalent to at least the GS-11 grade level.
Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
There is no educational substitution at this grade level.
