Responsibilities

Assist with writing complex agency regulations, directives, and policy guidance.
Participate in planning, reviewing, and implementing new developments or policies.
Serve as a consultant and advisor to agency management.
Review requests for legal interpretation from leadership on assigned initiatives.
Assist with special projects including gathering data, analyses, and detailed reports.
Assist with discovery in judicial and administrative cases.
Assist with providing litigation support.

Required

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level; or its non-Federal equivalent that demonstrates Providing guidance concerning statutes, codes, regulations, and policies such as the Administrative Procedures Act, the National Environmental Policy Act, the National Historic Preservation Act, and the Endangered Species Act; assisting with drafting regulatory documents, notices of funding opportunities for loan and grant awards and responding to position papers, program briefings, legislative proposals, detailed project plans, or agency directives; experience in performing research, present findings and propose alternatives for process improvement; and experience preparing legal analysis, administrative records, or discovery responses. There is no substitution of education for experience at this grade level.
Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12 grade level; or its non-Federal equivalent that demonstrates Drafting position papers, program briefings, legislative proposals, detailed project plans, agency directives, regulatory documents, and notices of funding opportunities; evaluating policies and procedures including evaluation of proposed and final legislation and regulations for a nationwide lending or grant program; performing analysis on a wide variety of topics to present findings and propose alternatives for process improvement; preparing and reviewing legal documentation for complex or high-value loan and grant awards; and providing recommendations regarding appeals of adverse decisions and responses to demands for the appearance of agency employees in administrative or judicial proceedings. There is no substitution of education for experience at this grade level.
Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants applying for this position MUST possess the following Selective Placement Factor. Applicants who do not meet the selective placement factor will be ineligible for further consideration.
Applicant is required to have extensive experience in writing federal or other governmental complex agency regulations, directives, and policy guidance which may require analyzing authorizing statutes, existing departmental policies and procedures, existing regulations, or other documentation.
To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0901 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
