Responsibilities

Serving as senior policy advisor, developing and implementing grant policies, methods and procedures and providing analytic support for policy development.
Researching and developing grant-related informational and technical assistance materials, policy guidance, and related documents for dissemination within the Department and outside of the Department.
Representing the Department in conferences, workshops, presentations and government-wide grant streamlining committees and work groups.
Recommending programmatic or policy changes in the Department's implementation of ED's Grants Policy Council initiatives, government-wide e-grant activities, and other grant process improvement initiatives.
Researching and developing grant-related informational and technical assistance materials, policy guidance, and related documents for dissemination within the Department and outside of the Department.
Directing the review of grants management policy with regard to formula and state administrated grants and develops operational procedures, guidance and protocols.

Required

One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing the following duties or work assignments: Experience applying assistance regulations to develop guidance for stakeholders.
Experience providing training on financial assistance requirements.
Experience researching policy and developing recommendations on one of the following: Congressional Inquiries, Freedom of Information request, Government Accountability Inquiries, or Inspector General investigations related to Financial Assistance awards.
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing the following duties or work assignments: Experience negotiating with management to implement grant management recommendations.
Experience conducting assessments of policy implementation or making recommendations for improvements.
Experience conducting training on grants management regulations, policy, and/or initiatives.
Knowledge of analyzing and interpreting public laws, executive orders, regulations, Office of Management and Budget (OMB) Circulars, Comptroller General decisions, and policies related to grants.
Skill in developing grant-related informational and technical assistance materials, analyzing problems, negotiating resolutions, making decisions and recommendations to assure adherence to grant policy guidelines.
Ability to communicate effectively, orally and in writing, to a broad range of Federal and Non-Federal officials and the general public.
Skill in developing policy documents, regulations, correspondence, option papers, and decision memorandum.
Ability to conduct management surveys and organizational reviews to determine compliance with policy, procedures, regulations and sound management practices.
Must be a US Citizen.
Must complete Background Investigation and Fingerprint check.
