Responsibilities
Conduct in-depth financial evaluation and market analyses of projects considered for financing and leads cross-functional teams within LPO to manage the underwriting and due diligence processes required for DOE to finance energy projects.
Lead the preparation of documentation and development of recommendations for individual projects to receive conditional commitment or DOE loan approval.
Prepare and supervise the preparation of authoritative, accurate, and complete official documentation associated with loan transactions involving contingencies, conditions, and terms for loan approval and disbursement.
Serve as a principal LPO spokesperson within area of expertise in the governmental, private sector, mid-financial communities, and on commissions, studies or panels addressing the future of the technology(s), and the impact of commercial development of those technologies on U.S. energy diversification and independence.
Serve in an advisory role to the LPO Management Operations Division Contracting Officer Representative (COR), providing appropriate guidance to assure the timely procurement and effective performance of consultants and contractors needed to conduct specialized financial and marketing analyses associated with loan transactions, as well as to assess energy sector trends, risks, and conditions.
Make changes in workflow and work assignments to increase effectiveness of operations supervised and to balance workloads.

This positions is to be filled under the Infrastructure Investment and Jobs Act, Inflation Reduction Act or Scientific, Technical, Engineering and Mathematics (STEM) direct hire authority.

New supervisors/managers are required to serve a one-year probationary period.
New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service.
Specialized experience for this position includes leading team of Senior Investment Officers (SIOs), Investment Officers (IOs) and Investment Analysts (IAs), and leads multi-disciplinary teams of other LPO professionals and contractors assigned to project teams to performing financial analysis of new loan applications for large-scale or commercial infrastructure projects, including detailed market and credit analysis, financial model development and risk analysis.
Determining financing project readiness for full-scale commercialization and the initiation of full due diligence and underwriting. Leads and manages the assessment of the creditworthiness of each project; coordinate in-depth studies to evaluate the financial, technical, legal, regulatory, and market attributes of each project; and rates project risks in terms of likelihood of occurrence and severity of impact.
Completing and reviewing the underwriting (including detailed market and credit analyses, financial model development, and risk analyses) of large industrial and infrastructural project finance transactions of $50 million or more including those in renewable energy, nuclear energy, power, transportation, oil and gas telecommunications, petrochemical's or mining sectors and large 'corporate' loans for similar transactions.
