MESA Operations Engineering Program/Project Lead

Responsibilities
Lead and integrate others to meet program deliverables and solve programmatic challenges, while partnering with others across all disciplines (SE PMs, PMs, PCs, Engineering, etc.).
Work in a peer-level relationship with the project technical leads and management to oversee product lifecycle management activities, such as development of project plans, work breakdown structures, and milestones, and implementation of risk and opportunity management, scope management, configuration management, requirements management, and other technical processes.
Negotiate deliverables with external customers and partners, builds and leads teams, and organizes resources to implement scope.
Use engineering or technical judgment built upon a strong engineering, technical, and/or relevant product domain background to lead technical teams, identify potential project risks, develop risk mitigation strategies and corrective actions, and recommend risk acceptance or avoidance for all aspects of the project.
Understand what technical environmental, physical, or functional performance requirements drive risk and can affect cost and schedule.
Develop and deliver center-level standard processes for progress reports, proposals, requirements documentation, and presentations.
Apply standard principles and advanced Project Management techniques and tools in developing project plans and detailed work breakdown structures, negotiating work packages, resource loaded schedules, and assigning various aspects of work to complete project deliverables. Ability to calculate, analyze variances, and make project decisions utilizing Earned Value Management System techniques and tools.
Provide leadership and tactical planning for execution of projects and applies engineering or other technical knowledge to achieve project objectives and deliverables.

Required
Bachelor’s degree in STEM or other relevant field plus five (5) or more years of relevant experience or; combination of education and experience
Experience making decisions requiring scientific, engineering and programmatic judgement
Ability to acquire and maintain a DOE Q clearance
Preferred
Experience leading leaders, creating standard processes, leading change initiatives, making risk-based decisions
Green Belt Certification
Five (5) or more years of Project Management experience
Ability to effectively communicate across science and engineering disciplines
Track record of building and maintaining collaborative customer relationships
Expertise in the relevant product domain(s) sufficient to guide the program decisions
