Responsibilities

Reviews, evaluates, analyzes all input, composes and submits proposed changes to NFC Program Operating Instructions (OPNAVINST 1710.10 and BUPERSINST 1710.22). This must be accomplished through the framework and knowledge of provisions of Navy Regulations, General Orders, Pubic Laws, Executive Orders, CNIC Directives, Federal Aviation Regulations (FAR), Aviation Insurance rules and regulations as well as direction from the Judge Advocate General and the Comptroller of the Navy.
Updates and maintains data base of various tracking and tickler systems to include; total NFC Program Inventory; Government owned aircraft inventory; tickler for NFC Operational Oversight Reviews, individual NFC Annual Reports; NFC Program Directory and all NFC Historical Files.
Directs any residual cash to NFC Program Central Fund.
Manages and monitors the NFC Program Aircraft Insurance Central Fund.
Receives correspondence from NFCs requesting loans for aircraft purchases or equipment upgrade.
Evaluates requests, develops recommendations and prepares responses for signature of CNIC N9 or higher.
Enters ongoing changes in coverage into the NFC Aircraft Insurance data base and submits report to the NFC Aircraft Insurance Broker on a quarterly basis.
Reviews, evaluates, and analyzes all data from Annual Reports submitted by each active flying club.
Formulates pertinent data into a briefing format for presentation to various levels of the chain of command. Data includes such information as: club membership, number of aircraft, hours flown, financial data, aircraft accident statistics, insurance costs, etc.
Reviews all incoming NFC Program Aircraft Mishap Messages.
Compiles pertinent data for accident trend analysis briefings to internal staff members and external command representatives.
Addresses questions pertaining to patron eligibility, aircraft insurance requirements, flight safety restrictions, monitoring financial health of the NFC Program, involvement of NFC aircraft at Airshows and Static Displays, disposition of aircraft within the NFC system and the Navy Inventory Control Point (NAVICP), and a myriad of policy matters that affect the safe operation and efficient management of the NFC Program.
Serves as the primary liaison with the other Armed Services Aero/Flying Club Program Managers to give and receive policy recommendations for overall flying club program efficiency and effectiveness.
Performs official operational oversight reviews, safety inspections, efficiency reviews, and assist visits to active local NFCs to evaluate each club's effectiveness, efficiency, proper utilization of appropriated and nonappropriated resources, to provide technical guidance, and to ensure compliance with existing laws, rules, policies, and regulations.
Prepares Report of Findings and Recommendations for CNIC N9 signature prior to sending to Region/Installation Commanding Officer.
Maintains liaison with local NFC managers, the Federal Aviation Administration (FAA), the Flight Standards District Office (FSDO) and the National Transportation Safety Board (NTSB) in matters of rules and regulatory interpretation and aviation safety concerns affecting the safe and efficient operation of the NFC Program.
Assists in developing policy for Annual NFC Program aircraft insurance renegotiation process with the contracted aircraft insurance broker.
Maintains direct liaison with each club manager, aircraft insurance broker and insurance underwriter in resolving daily aircraft insurance coverage concerns.
Evaluates all change entries to NFC Aircraft Insurance database, prepares monthly NFC Aircraft Insurance Bills and emails them to applicable CNIC regional business offices, local MRW business offices, and NFCs.
Coordinates with CNIC banking department for downloading of monthly NFC insurance premium payments electronically.
Maintains aircraft insurance monthly billing and payment database for each fiscal policy year.
Assists in the implementation of NFC Program policy through review of official correspondence, reports, and reviews or inspections of local NFCs, and recommends and initiates corrective active and policy changes to remedy the discrepancies.
Monitors financial health of each NFC by reviewing financial statements located on the Automated Information Management System/Applications and Products in Data Processing (AIMS/SAP) Program.

Required

At least four years of specialized experience applying, analyzing, and implementing policies for aviation programs
Knowledge and skill in applying evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of the NFC Program.
Knowledge of Federal Aviation Regulations (FARS), National Transportation Safety Board (NTSB) Regulations; Advisory Circulars; Aeronautical Information Manual (AIM); Airworthiness Directives (ADs); Hazardous Materials Control Program Regulations; NFC Program Operating Instructions; associated laws, regulations, policies; and precedents which affect the NFC Program and related support in the areas studied.
Knowledge of major issues pertaining to NFC Program goals and objectives, work processes and the administrative operations of the organization.
Skill in developing new modified work methods, organizational structures, management processes, and/or NFC Program administration procedures.
Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
Knowledge and understanding of potential impact of policy decisions.
Knowledge and experience in Navy non-appropriated fund processes including budgeting, procurement, and personnel.
Ability to effectively prepare and present informational briefings, communicate effectively orally and in writing to various levels within the chain of command.
Ability to utilize computer skills to include spreadsheet management, word processing, PowerPoint presentations, document transfer, and a basic working knowledge of the Navy's AIMS/SAP accounting system.
