Responsibilities
Prepare the DoD Agency’s budget and set administration policies.
Measure the performance of the agency and programs and develop best practices to deliver services, benefits, and information effectively and efficiently.
Develop Agency-wide policies to enhance procurement, privacy and security, and financial management.
Coordinate and review Agency advice on legislation and regulations ensuring consistency with the organization’s priorities.
Drive for continuous improvement and feedback at all levels of the organization.
Recommend actions to improve program efficiency and to implement Federal programs effectively.
Ensure consistency of policies and proposals within the Agency’s positions.
Monitor Congressional action on legislation and appropriations and implement changes/adjustments as needed.
Working with the Agency OMB/PPBE Manager and/or Associate Director, administers adjudicated funds by monitoring awards and sub-awards for compliance, analyzing monthly financial reports, communicating with Government officers regarding financial progress, and coordinating activities at the end of the budget period.
Formulate OMB reports and helps review and validate submissions.
Assists Government officers with effort reports to ensure accuracy and timely submission.
Assists Agency Directorates with budget development for progress reports.

Required
Bachelor’s degree in computer science or related field with at least 8+ years of prior relevant experience in a software development environment.
Experience with SQL.
Intellectually curious with strong leadership, communication, and problem-solving skills.
Demonstrated experience working with HTML, JavaScript, CSS, and SharePoint Designer, C#, and .NET to build new sites, and maintain existing sites.
Experience with Agile principles, ceremonies, and implementation.
Solid knowledge of SharePoint and collaboration tools.
Solid communication skills, both verbal and written.
Expertise in working with high Government officers.
Solid presentation skills and development of presentation charts.
Ability to work both independently and as part of a team.
U.S. citizenship with a Secret security clearance; the ability to obtain a Top Secret/SCI clearance.
Preferred
Good analytical skills and programmatic knowledge.
Ability to gather requirements and translate them to solutions.
Solid knowledge of the software development lifecycle.
