System Upgrade: 12.1.3 to 12.2.10/11

Updating database: Database Upgrade from 12 to 19c

EBS modules:

+ FIN: General Ledger, Payables

+ Supply Chain: PO, INV, OM, WSH, BOM, CST, WIP, QA, WMS, iSupplier
