Responsibilities
Serve as the primary point of contact to current or potential grantees or project sponsors on all grant related activities for assigned portfolio of local, state and national grantees and sponsors. Oversees and manages the programmatic, financial, technical and administrative components of grants management or program development across all AmeriCorps streams of service.
Provide technical assistance and program development to current or potential grantees or project sponsors throughout the grant life cycle, ensuring all aspects are carried out in compliance with AmeriCoprs program policies and guidance.
Provide authoritative information to current and perspective grantees by relaying legal and regulatory requirements for programmatic and fiscal management of Federal grants.
Serve on teams and working groups tasked with developing or revising guidelines, policies, and processes on program delivery, monitoring, compliance, data analysis, performance management, risk assessment and related operational goals and objectives.
Maintain grant oversight by ensuring timely, accurate, and complete submission of all reporting requirements, to include Performance Progress Reports (PPRs) and Federal Financial Reports (FFRs).
Conduct periodic reviews to monitor program performance and expenditures to ensure progress towards financial and programmatic objectives.
Liaise with Office of Monitoring (OM), grantees and project sponsors to implement corrective action plans to ensure programs achieve desired outcomes and promote grant compliance, identifying opportunities for staff or grantee training to drive program improvements.
Participate in the review process of grant applications for new or current grantees as needed.
Under the leadership of the Senior Portfolio Manager, fosters collaborative relationships with AmeriCorps funded partners within the region. In coordination with the Director, Outreach and Partnerships, identifies opportunities to increase awareness of AmeriCorps mission and programs with non-profit organizations, foundations, and other partners with potential to grow AmeriCorps impact and national service.
Work with other Portfolio Managers to identify opportunities to collaborate, layer and leverage portfolio investments for the purpose of maximizing sustainable community impacts.
Keep the Senior Portfolio Manager and other regional leadership apprised of opportunities and challenges related to portfolio management.
Prepare grant letters and amendments to existing grants.
Ensure necessary records, files, reports, databases, and resource materials pertinent to program activities are maintained.

Required
Must be a United States Citizen.
A 2-year probationary period is required for new Federal employees and supervisors.
Satisfactory completion of a background investigation.

To qualify at the lower range of the NY03/GS-11 level or equivalent, applicants must possess one year of specialized experience at the next to lower pay band/grade level (NY-02/GS-09) or equivalent under other pay systems.
Applicants must have one year of specialized experience comparable in scope and responsibility to successfully perform the duties of the position, in either federal or non-federal service performing two (2) out of three (3) of the following duties or work assignments: Providing authoritative information relaying legal and regulatory requirements for programmatic and fiscal management of Federal grants to grantees; Providing technical assistance and program development guidance to current or potential grantees or project sponsors throughout the grant life cycle; Independently overseeing and managing a portfolio of grantees and projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

If you are qualifying based on education alone, you must have Ph.D. or equivalent doctoral degree OR 3 years of progressively higher level education leading to such a degree OR an LL.M., if related to the position.

You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.
