Responsibilities
Manage and oversee project management processes and best practices are adhered to for all IHSC projects.
Collaborate with other ICE/ERO/IHSC units and the Office of Chief Information Officer (OCIO) in developing, negotiating, and coordinating for how software, hardware assets and/or services are acquired, operationalized, maintained and decommissioned.
In coordination with the TMS section and HITU chief, determine resources and provide budget requests to buildout the PMO; in order to effectively lead, oversee and/or provide guidance for projects within IHSC.
Management, consolidation and oversight of all IHSC software and/or licenses, agreements, services and subscription assets; establish or procure a repository for effective management; streamline existing processes for IHSC staff to follow for procuring or renewing assets.
Budgetary responsibilities associated with overseeing project acquisitions, manage provided spend plans for current and future projects, SLAs, and IAAs, and developing cost estimates.
Lead the development of Performance Work Statement (PWS), Statement of Work (SOW), Quality Assurance Surveillance Plan (QASP) and other acquisition documentation for IHSC projects; perform evaluation of artifacts for existing projects and provide input prior to any future award activities.
Maintain PMO SharePoint site to ensure information on SharePoint site is up to date.
Oversee HITU/PMO's intake process for new project initiatives, software and services; develop training and provide guidance to IHSC staff on project intake processes.
Work directly with IHSC stakeholders to develop appropriate documentation; help IHSC staff navigate and obtain project approval through the applicable ICE processes and governance boards.
In coordination with ICE/ERO/IHSC units/offices, oversee the procurement, development and implementation of projects; as well as provide guidance on project restructuring, reorienting and recasting of short- and long-term management goals and objectives.
Conduct an assessment of activities completed and in progress and develop a blended project plan that identifies key milestones to be accomplished for new projects, including target completion dates and the identification of project resourcing issues and options.
Provide oversight of applicable contracts in collaboration with the Resource Management Unit to ensure contract requirements are met.
Establish Standard Operating Procedures (SOPs), instructions, guides and trainings for project management and formally documenting processes the PMO is responsible for.
Provide leadership in developing, implementing, evaluating and improving technology and project management processes for IHSC projects.
Provide guidance and support to project teams in identifying priorities to streamline and implement a process improvement plan.
In coordination with other HITU offices, provide guidance and standards for establishing and managing Integration Management Teams and Configuration Management Teams; maximizing the effectiveness of configurations through streamlining and standardization.
Develop and interpret policies, procedures and strategies governing the planning and delivery of information technology services throughout the agency.
Responsible for collaboration with all ICE/ERO/IHSC Units Chiefs to identify Units' project needs and challenges while assisting these stakeholders with the development of new and enhancement of existing project initiatives.
Develop and/or make more efficient processes for reporting and prioritizing system issues by working closely with OCIO and project support teams to minimize downtime and maintain clinic efficiency.
As applicable, participate as a Voting member, Chair, Advisor or Reviewer on IHSC change management boards or workgroups.
Other duties as assigned.

Upon appointment to this position, officers will be required to serve a new 18-month commitment to IHSC.
Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Civilians are not eligible for this position.
Minimum of: Master of Science in a health care related field with a minimum of 3 years of program or project management experience.
Minimum 2 years of supervisory or team lead experience.
Certified Project Management Professional (PMP) from the Project Management Institute and/or Federal Acquisition Certification for Program and Project Managers (FAC-P/PM). FAC-P/PM Level III required within three years of hiring.
Knowledge of contract management; COR Level III preferred.
Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information.
Knowledge of regulations and standards as it pertains to Occupational Safety and Health Administration (OSHA), American Correctional Association (ACA), National Commission Correctional Health Care (NCCHC), Joint Commission, Food and Drug Administration (FDA), and other regulating agencies in the developing, storing and communication of medical information.
Knowledge of program policies and guidelines, and operating procedures relating to medical information.
If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
Knowledge of organizations and responsibilities of all levels of government operations for medical information communication.
Ability to provide input for responses to congressional inquiries and to effectively communicate.
Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
High degree of initiative, and follow-through on a wide range of sensitive, complex, and program issues.
