Responsibilities
Performs quality control functions for pre-solicitation, solicitation, award, and post-award documentation.
Researches, analyzes, and prepares position papers on acquisition matters for the DCCO CoCO.
Develops guidance and training materials for DCCO procurement personnel.
Serves as a business advisor to Contracting Officers, Contract Specialist, Program Managers, General Counsel, and other acquisition stakeholders.
Reviews existing policies, processes, and procedures, and recommends appropriate changes to improve the overall efficiency and effectiveness of the organization.

Required
Must be a U.S. Citizen.
Obtain/Maintain Contracting (1102) Professional Certification.
Contracting Officer position.
Financial Disclosure (OGE-450) required. Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
Drug Testing Position.
Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position is required.
TS/SCI - Top Secret/Sensitive Compartmented Information.
Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.
Have completed (or willing to complete) all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions.
Possess at least two years' experience in contracting.
For the GS-11, at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required.
For the GS-12, at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.
For the GS-13, at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.
