Responsibilities

SPCCP Preparation and Certification:
Review and amend existing SPCCPs for client facilities throughout California.
Develop an initial certified SPCCP for a client facility in San Diego, California.
Site Inspections and Reporting:
Conduct site visits to verify petroleum, oil, and lubricants (POL) storage quantities, locations, and spill prevention infrastructure.
Document any changes from previous SPCCPs, including bulk storage alterations, spill control upgrades, and secondary containment adjustments.
Provide accurate mapping and documentation in compliance with 40 CFR Part 112 requirements.
Documentation:
Prepare and submit draft amended SPCCP within required timeframe after site visits, incorporating all observed changes, deficiencies, and updates.
Integrate client feedback into draft SPCCP reports after receiving comments.
Compliance and Quality Assurance:
Ensure each SPCCP is in full compliance with 40 CFR Part 112, the California Health and Safety Code, and Army Regulation 200-1.
Maintain technical accuracy and provide oversight to ensure all site-specific data, maps, checklists, and inspection forms meet regulatory standards.

Required

Proficiency with 40 CFR Part 112 regulations, oil spill prevention practices, Clean Water Act, and California Aboveground Petroleum Storage Act (APSA) guidelines.
Analytical skills; proficiency report writing.
Ability to assess and evaluate environmental risks associated with oil and hazardous substance storage and containment systems.
Ability to conduct site visits to facilities across California as required.
Bachelor’s degree in Civil or Environmental (or related field).
Active Professional Engineer (PE) license in California.
Minimum of 2 years of experience in oil spill prevention, environmental compliance, or hazardous materials management, with a strong background in SPCCP creation and certification.
Experience with site audits, including assessing containment infrastructure, identifying potential risks, and documenting findings accurately.
