Responsibilities

Review applications for foreign labor certification or prevailing wage requests in accordance with applicable laws, regulations, standard operating procedures, and directives.
Conduct post-adjudication audits on processed applications for foreign labor certification.
Obtain, analyze and interpret labor market information provided by state workforce services, professional journals, associations, trade unions, colleges and universities, mass layoff reports, labor supply and demand bulletins, and private industry employers.
Analyze and apply Bureau of Labor Statistics data, state conducted or employer provided surveys to issue prevailing wage determinations.
Review, analyze, and resolve complex and controversial issues which arise out of the processing of foreign labor certification applications for various programs.
Draft reports, research and resolve special problems, articulate conclusions through the issuance of interim and final written decisions, and provide input for the preparation of issue papers.
Review appeal responses, issue proposed final determinations, and prepare applications for administrative and judicial review.

Required

Must be a U.S. Citizen.
Must be at least 16 years old.
Requires a probationary period if the requirement has not been met.
Candidate required to obtain the necessary security/investigation level.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.
You must have experience performing the following duties: Interpreting statutes, regulations, and policies; and Applying knowledge of program requirements for the purposes of analysis and adjudication.
