Responsibilities

Coordinating analyses of DoD travel programs (DoD interface to City Pair Program, U.S. Government Rental Car/Truck Program, DoD Bus Program, Recruit Travel and Assistance Program etc.) business and operational requirements, covering work processes, applicable policies and regulations, and providing recommendations to support long-term DoD travel needs.
Effectively negotiating with managers and stakeholders for travel programs and systems to gain acceptance and facilitate the implementation of approved recommendations resulting from analysis.
Developing functional guidance for current and future DoD travel programs, major travel system changes, problem solutions, ensuring alignment of reservations processes within the evolving requirements of the DoD travel enterprise.
Applying a thorough knowledge of commercial Global Distribution Systems and understanding how their systems integrate with the DoD travel system's supporting Travel Management Companies (TMCs) and Passenger Name Record (PNR) processing to fulfill reservation requests.
Technical expert responsible for researching, analyzing and investigating new or improved business and management practices derived from updated legislation and policies for application to DoD travel programs or system processes.
Prepares information briefings, papers and reports, and recommendations. Briefs management on program mission and goal modifications to contract and agreement terms deriving from changes in travel industry practices for the most efficient and economical use of DoD travel funds.

Must be a U.S. citizen
Males born after 12-31-59 must be registered for Selective Service
Candidates must possess the Selective Placement Factor to receive consideration for this position and should address it in their resume.
Utilizing the Global Distribution System (GDS) such as Sabre or World Span and having an in-depth knowledge of the Airlines pricing and fare rules, lodging, rail, and rental car availability and pricing.
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Conducting test planning through test execution and advising on the effectiveness of Travel System testing, with a focus on reservation processing.
Advising senior leadership, managers, and stakeholders on the implementation of approved Travel System change recommendations.
Analyzing travel programs, policies, regulations, and providing recommendations to support the strategic direction of travel systems.
