Responsibilities

Monitor, evaluate, and/or execute assigned programs and initiatives.
Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
Perform studies requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action.
Conduct analytical studies that are of special interest to specific functional activities or programs, and participates in sensitive aspects of the program. Studies often times include evaluation of data that is sensitive in nature.
Prepare and/or conduct briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans to provide guidance and/or direction for implementation.

Required

US Citizenship or National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Meet time-in-grade within 30 days of the closing date, if applicable
Register with Selective Service if you are a male born after 12/31/1959
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
Serve a one year probationary period, if required.
Undergo and pass a background investigation (Tier 2 investigation level).
Have your identity and work status eligibility verified if you are not a GSA employee.
To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service.
Specialized experience is experience in research and investigation of new and improved business and management practices which included the following: assisting in conducting studies of statistical, descriptive, or evaluative information, materials, and data; assisting in the preparation and delivery of briefings to management and/or senior staff employees on study findings and recommendations.

Preferred

Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD.
A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
