Responsibilities

Lead budget analyst overseeing funds control procedures, apportionments, funds execution, and internal controls.
Reporting for all types of funding including appropriated funds, mandatory funding, discretionary funding, reimbursable funding, working capital funding, franchise funds, and collections of all types (i.e., receipts, fees, rents, bonuses).
Advise BLM leadership on budget execution matters using a mastery of budget concepts, principles, and practices; appropriations laws and regulations; DOI policies; OMB policies and requirements; and Congressional procedures and directives.
Uses automated budgetary systems and computer-generated products in accomplishing assignments.
Performs quality checks of automated system databases and advises program managers, supervisor, and/or lead budget analyst of any significant problems.
Uses the latest available software programs to produce reports, plans, and schedules, and to obtain information and facilitate overall effective analysis of budget data.
Develop, recommend, and implement budgetary and financial policies.
Identify opportunities for improving budget execution processes. Collaborate with the DOI, the OMB, and other Federal agencies to improve the efficiency and effectiveness of budget processes government wide.
Coordinate and/or assist with budget presentations to the BLM Director, Deputy Director, DOI, the managers, OMB, and Senate and House Appropriations Subcommittee staff.
Prepare materials to support the review, coordination, or preparation of testimony, Congressional hearing reports and summaries and Congressional Questions for the Record.

You cannot hold an active real estate license; nor can you have an interest or hold stocks in firms with interest in Federal Land.
Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
May require a one year probationary period.
You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity.
Specialized experience is defined as experience with an organization's financial processes; Preparing, justifying, and administering the program's budget; Monitoring expenditures and uses cost-benefit thinking to set priorities; Recommending solutions to budgetary problems in all phases of budget and financial administration, program review and evaluation; and providing managerial direction to professional and supporting personnel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.

There are no qualification requirements for a detail assignment. However, employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements.
