Responsibilities

Design, develop and deliver high-quality training and development opportunities for employees at all grade levels, using a wide variety of development tools and assessments.
Analyze agency and other stakeholder requirements to define program outcomes and ensure employee development programs align with and support the identified outcomes.
Determine organizational needs and facilitate conversations with program office leaders and their staff to help them improve leadership skills and workplace performance.
Evaluate program content, outcomes and performance to determine participant reaction, learning and transference to the workplace as appropriate.
Apply depth of understanding and experience in leadership and employee development, education philosophy, and training implementation.
Leverage technology to support efficient program delivery and communication.
Design and deliver effective communications regarding programs both to enlist support and endorsement from stakeholders and to inform potential program participants about the benefits of participation.
Build and manage detailed project plans, and facilitate the production of mission support outcomes for the agency by bringing together subject matter experts to ensure programs meet agency needs.
Design, develop and facilitate workshops and seminars using a wide range of educational theory, adult learning principles and practices.
Innovate existing training programs by utilizing novel approaches and development techniques, new technology, and input from fellow program managers.

Required

You must be a U.S. Citizen or U.S. National to apply for this position
Successfully pass a Background Investigation including financial disclosure
You must pass a drug screening

Males born after 12/31/1959 must be registered with the Selective Service
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government
Experience performing the following duties: Leading career development discussions using Active Learning or the Socratic Method/Teaching; Monitoring and evaluating the quality of professional development programs and materials, and negotiating effectively with senior management to accept and implement recommendations; Conducting analysis, developing, delivering, implementing, and evaluating existing programs and creating new innovative programs.
EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
