Responsibilities

Lead and manage the execution of cloud platform projects tailored to the needs of ACL, ensuring alignment with HHS strategic objectives and federal regulations.
Oversee the full lifecycle of cloud initiatives, from planning and design to deployment, maintenance, and optimization, focusing on enhancing service delivery and outcomes for community living programs.
Serve as the primary point of contact for ACL, maintaining strong relationships with key stakeholders and communicating project status, risks, and issues to drive continuous improvement and alignment with ACL's mission.
Develop comprehensive project plans, coordinate cross-functional teams, identify risks, monitor project performance, ensure compliance and security, and track project performance against established metrics.
Foster a culture of continuous improvement, manage project resources effectively, oversee vendor relationships and contracts related to cloud services, and negotiate contract terms to achieve favorable outcomes.
Prepare and present detailed reports on project status, performance, and outcomes to senior management at ACL and HHS.

Required

Bachelor's degree in Computer Science, Information Technology, Business Administration, Public Health, or a related field.
A minimum of 7-10 years of experience in program or project management, with a focus on cloud platforms and federal government projects, preferably within health and human services.
In-depth knowledge of cloud platforms such as AWS, Azure, or Google Cloud, including architecture, services, and best practices, with a focus on health and human services applications.
Experience with cloud migration, implementation, and optimization in a federal environment, specifically within HHS or similar agencies.
Proven ability to manage large, complex projects with multiple stakeholders, ensuring successful delivery within scope, schedule, and budget.
Strong understanding of project management methodologies, tools, and techniques, including Agile and Scrum.
Excellent verbal and written communication skills, with the ability to convey technical concepts to non-technical audiences, particularly within the context of community living and health services.
Strong interpersonal skills and the ability to build and maintain relationships with diverse stakeholders, including ACL program managers, IT staff, and HHS entities.
Strong analytical skills and the ability to identify and resolve issues, mitigate risks, and make data-driven decisions.
Ability to think strategically and provide innovative solutions to complex problems, considering ACL's specific needs and objectives.
Understanding of federal security standards and regulations, including FISMA, FedRAMP, and HIPAA.
Experience implementing and managing security controls and processes in a cloud environment, with a focus on protecting sensitive health and community data.
Proven leadership skills with the ability to inspire and motivate cross-functional teams to achieve project goals.
Experience in mentoring and developing team members, fostering a collaborative and high-performing team culture.
Ability to obtain a Public Trust

Preferred

A Master's degree or PMP certification is preferred.
