Responsibilities

Serves as a life cycle Project Manager, with overall responsibility for managing the planning, scoping, development, design, construction and direction of important civil works/military projects.
The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of military/civil works projects in the district.
This program consists of a mix of major construction projects and annual smaller projects.
There is significant variety in the mix of projects.
Incumbent applies an extensive knowledge of management concepts, methods, practices, and processes of planning, engineering, and scientific practices as well as knowledge of methods, practices, and processes of planning, real estate acquisition and management, engineering, construction, and negotiation disciplines.
The position requires a broad technical background, an understanding of the Corps of Engineers procedures, authorizations, and appropriation processes, and a strong management background.
The incumbent is required (1) to integrate sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations including various functional elements within the district; (2) to establish responsibilities, set expectations, and control and manage assigned project budgets and schedules to assure that District commitments to the sponsor/customer are met; (3) to serve as the district's primary point of contact for sponsor/customers and other external agencies on assigned projects.

Required

US citizenship is required to allow for mandatory security clearance.
Incumbent must be able to obtain and maintain an official US government passport.
Extensive knowledge of management concepts, methods, practices, and processes of planning, engineering, and scientific practices.
Knowledge of methods, practices, and processes of planning, real estate acquisition and management, engineering, construction, and negotiation disciplines.
Broad technical background and understanding of the Corps of Engineers procedures, authorizations, and appropriation processes.
Ability to integrate sponsor/customer requirements and participation into a comprehensive management plan.
Establish responsibilities, set expectations, and control and manage assigned project budgets and schedules.
Serve as the district's primary point of contact for sponsor/customers and other external agencies on assigned projects.

Preferred

USACE project management experience- Experienced with military appropriations and fiscal allowances/constraints.
Good oral and written communication skills.
Knowledge and experience developing and managing schedules and budgets.
Experienced in risk management and change management.
Demonstrated time management abilities.
Team player, but also able to work independently.
Good interpersonal skills, able to work well within the PDT and with stakeholders.
Uses P2 as a management tool throughout the project lifecycle.
Working understanding of RMS and CEFMS.
