Responsibilities
Serve as a liaison between stakeholders and the project team.
Oversee design and development work, ensuring alignment with HHSC guidelines.
Create and maintain project artifacts in accordance with the Texas Project Delivery Framework.
Ensure completion of necessary documentation for Quality Assurance Review (QAR) for Texas Technology projects.
Track development progress, ensuring alignment with timelines and objectives.
Identify and document risks, issues, and contingency plans, ensuring resolution of project barriers.
Report project progress to the Project Steering Committee and escalate risks/issues as appropriate.
Provide weekly status updates and conduct regular team meetings.
Oversee the development of SDLC artifacts, translating business requirements into technical specifications.
Develop and maintain strong relationships with project sponsors and stakeholders.
Possess strong communication and presentation skills, with the ability to work collaboratively with partners and stakeholders.

Required
10+ years of Project Management experience for large-scale Enterprise Implementations.
8+ years of experience managing state or similar federal/state projects.
8+ years of experience in managing legacy modernization projects as a Project Manager/Systems Analyst.
Strong knowledge of project management methodologies and the software development lifecycle.
Ability to work independently and collaborate with diverse teams.
Strong problem-solving and multi-tasking skills.
Effective communication, interpersonal, and presentation skills.
Preferred
Experience with the State of Texas Project Delivery Framework.
Experience with Texas Statewide systems.
Familiarity with low-code/no-code solutions.
Knowledge of the State of Texas QAT process for major Information Resources Projects (MIRP).
PMP Certification.
