Responsibilities
Act as the liaison between stakeholders and the project team.
Oversee design and development work to meet HHSC guidelines.
Develop project artifacts in line with Texas Project Delivery Framework.
Complete documentation for Quality Assurance Reviews.
Track project progress and ensure alignment with timelines.
Manage risks, issues, and contingency plans.
Report progress to the Project Steering Committee and escalate issues as needed.
Provide weekly project status updates and lead team meetings.
Oversee SDLC process and ensure requirements are translated into technical specifications.
Foster strong relationships with stakeholders and provide project updates to leadership.
Collaborate with diverse teams and transfer knowledge to current staff.

Required
10 years of experience in project management for large-scale enterprise implementations.
8 years of experience in State of Texas or similar federal/state project management roles.
8 years of experience in project management or systems analysis, specifically leading and managing legacy modernization projects.
Strong understanding of project management methodologies, including knowledge of the Project Management Body of Knowledge (PMBOK).
Experience managing and coordinating business and technical teams.
Proven ability to work independently and collaboratively in a team environment.
Strong communication, analytical, and interpersonal skills at all organizational levels.
Ability to multi-task, solve problems, and manage deadlines while ensuring high-quality outcomes.
Experience with creating and maintaining project plans, tracking progress, and reporting to stakeholders.
Familiarity with SDLC methodologies and their application in large projects.
Willingness to put in extra effort and work around deadlines when necessary.
Preferred
5 years of experience with the State of Texas Project Delivery Framework (PDF).
3 years of experience with Texas Statewide systems.
1 year of experience with low-code/no-code solutions.
Knowledge of the State of Texas QAT process for major Information Resources projects (MIRP).
PMP Certification.
