Responsibilities
Lead and organize proposal teams to develop and submit complete, compliant, and compelling responses to federal government solicitations
Create and implement comprehensive Proposal Management Plans aligned with organizational processes and industry best practices
Executes all best-practice proposal development processes.
Coordinates the development and manages the proposal development schedule.
Develop and maintain proposal schedules, organize resources, and coordinate inputs and reviews
Map proposal strategies, themes, and discriminators into final proposals
Critically assess proposal requirements and break down complex information into manageable components
Create standard proposal response templates and detailed outlines in accordance with RFI, RFQ, and RFP documents
Coach and mentor team members on organizing and writing compelling proposals
Develop and maintain comprehensive proposal compliance matrices
Conduct Just-In-Time (JIT) writer training and lead storyboard/annotated outline development sessions
Facilitate proposal kickoff meetings and color team reviews
Make decisions on recommended changes to improve proposal quality, responsiveness, and compliance
Writes proposal sections when required.
Reviews drafts and graphics.
Helps review and critique oral presentations.
Organizes and maintains proposal documentation.
Identifies, writes, and transmits proposal lessons learned.
Prepares and assists in the implementation of program transition plans.
Requests and attends customer debriefings.

Required
7-9 years of relevant experience in proposal management
5+ years of experience developing proposals for U.S. Federal Civilian clients
Proven track record of successfully bidding for and winning federal contracts
Strong analytical, organizational, and project management skills
Excellent writing and communication skills
Experience with federal acquisition regulations (FAR)
Must have excellent interpersonal skills, ability and preference for working in a team environment and ability to lead and/or motivate individuals or groups.
Must be capable of multi-tasking.
Ability to develop, adhere to and execute proposal development processes.
Ability to communicate with diverse groups of individuals from varying backgrounds, facilitate teamwork and mutual organizational support and motivate diverse business unit personnel to meet process deadlines
Ability to effectively present information to top management, groups from different business units and individuals
Mastery of MS Word and other Microsoft applications required to generate text, graphics, schedules or charts
Ability to populate, track and manage CRM software in use.
Preferred
Demonstrated experience interpreting U.S. government contracting regulations
Familiarity with small business contracting processes
Knowledge of cybersecurity concepts and terminology
