Responsibilities
Writes and edits technical sections of proposals, including project approaches, methodologies, technical solutions, and detailed work plans
Develops content that effectively conveys the technical aspects of our solutions, demonstrating compliance with government requirements and highlighting our technical strengths
Analyzes government Request for Proposals (RFPs), Request for Quotes (RFQs), and other solicitation documents to understand technical requirements and ensure compliance
Ensures all technical documentation adheres to government regulations, standards, and proposal guidelines
Works closely with Subject Matter Experts (SMEs), technical professionals, and Project Managers to gather and verify information
Coordinates with the team to integrate technical content with non-technical sections of the proposal, ensuring consistency and coherence
Maintains a repository of technical content, including boilerplate text, technical data, past proposals, and relevant documents
Updates and refines content based on feedback, lessons learned, and changes in technology or regulations
Contributes to the development of proposal strategies, including technical approaches and win themes
Reviews and proofreads content to ensure accuracy, clarity, and alignment with proposal requirements
Conducts internal reviews and incorporates feedback to enhance the quality and effectiveness of proposals
Identifies opportunities for improving the technical proposal process and efficiency
Stays current with industry trends, emerging technologies, and best practices to ensure that proposals are cutting-edge and competitive

Required
5 years of federal contractor proposal development and writing experience
Bachelor's degree in an associated discipline
Excellent experience writing, proofreading, and editing technical and non-technical proposals
Excellent experience gathering information needed from files, team members, senior staff members, and interviews with subject matter experts (SMEs)
Above average knowledge of government procurement processes
Above average knowledge of technical proposal requirements and compliance standards
Above average ability to present complex technical information in a clear and persuasive manner
Above average experience writing all proposal volumes including past performance and technical volumes, management volumes, quality plans, and resumes
Above average ability to conduct thorough research to support proposals
Ability to develop and communicate technical concepts and processes and to assist all team members in developing compelling themes, discriminators, and messaging
Strong understanding of the capture process
Knowledge of Federal Government contract types (e.g., Indefinite Delivery Indefinite Quality (IDIQ), Fixed Firm Price (FFP), Time and Materials (T&M), Cost Plus Fixed Fee CPFF)
Knowledge of the creation and editing of graphics such as flow charts and other technical graphics
Excellent experience using the Microsoft (MS) Office Suite (e.g., Excel, PowerPoint, SharePoint, Word)
Excellent organizational skills with the ability to support multiple proposals and deadlines simultaneously
Excellent verbal and written communication skills
Ability to handle personal identifiable information (PII) and controlled unclassified information (CUI)
U.S. Citizenship or Permanent Resident
Must be able to maintain clearance at current level of: Federal Civilian Public Trust and/or Department of Defense Secret
Must be able to obtain and maintain a higher level to satisfy contract requirements if needed
Preferred
Shipley or Association of Proposal Management Professionals (APMP) certification
