Responsibilities

Conduct complex technical economic, financial and policy research and analysis and develops recommendations
Evaluate Commission policy proposals, utility applications requesting cost recovery, and proposed legislation
Identify critical issues, perform complex analyses and make recommendations based on the results
Coordinate the work of other team members
Brief management
Ensure timely completion of high quality work product
Perform qualitative and quantitative reviews
Evaluate numerous climate change issues related to energy procurement, such as load forecasts, grid models, cost benefit studies, review of GHG methodologies, program compliance, and application of state and federal law
Prepare written comments, briefs, and testimony
Represent ratepayer interests in negotiations to resolve issues in dispute during settlement processes
Present ideas at public forums
Participate in evidentiary hearings before the Commission
Represent the Public Ratepayer Advocates Office at Procurement Review Group meetings, California Air Resources Board and California Independent System Operator proceedings, and other forums with local, State and Federal agencies and interested parties

Required

Eligibility for the classification
Experience conducting independent and complex research or analysis pertaining to regulatory, business, financial and/or public policy matters; and developing logical conclusions and recommendations.
Experience with critical thinking skills; experience in preparing written documents such as reports, testimony, resolutions, analysis, white papers, etc. with the ability to formulate and support convincing arguments.
Experience with project management, team leadership, and/or planning, organizing, and coordinating the work of others.
Completed Application Packages including your Examination/Employment Application (STD 678) and applicable or required documents.
Current version of the State Examination/Employment Application STD Form 678 (when not applying electronically), or the Electronic State Employment Application through your Applicant Account at www.CalCareers.ca.gov.
Resume is required and must be included.
Statement of Qualifications - (SOQ) is required.
