Responsibilities
Consult and provide expert consultation and advice on safety matters pertaining to motive power and equipment to internal staff members and a wide variety of individuals outside of the Federal Railroad Administration.
Provide continuous oversight of Mechanical, Motive Power, and Equipment (MP&E) Division enforcement and federal compliance nationwide in consultation with field inspectors.
Conduct complex investigations and develops resolutions of unique problems concerning cars and locomotive construction, maintenance, operation, and related user needs.
Serve as subject matter expert conducting liaison with senior leadership, railroad technical personnel and manufacturer’s representatives on all railroad safety problems associated with car and locomotive operation and maintenance.
Monitor violation and enforcement programs for Federal and State noncompliance and compliance to railroad safety laws, rules, and regulations.

Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
All Railroad Safety Inspectors are required to possess a valid state drivers license at all times while employed by the Federal Rail Administration (FRA) in order to perform the duties of their positions.
If selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience providing oversight in the inspection, testing, maintenance, or repair in specialty areas such as steam locomotives, passenger cars, freights cars and/or power brakes.
Experience leading/facilitating meetings of industry officials or workers to evaluate the safety of new types of locomotives and railroad cars or of proposed deviations from existing safety regulations.
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Accident Investigation - Knowledge of guidelines, regulations, and procedures associated with an Accident investigation including preservation of accident scene, root cause analysis, and evidence detection and handling.
Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Self-Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
