Responsibilities
Administer and evaluate permits, including preapplication consultation, evaluating applications and monitoring permit compliance.
Evaluate the more complex, controversial, or environmentally sensitive applications and permits.
Evaluate applications for impacts to waters of the U.S. associated with activities such as, but not limited to: highways, bridge approach and causeway fills, residential and commercial developments, large marinas.
Coordinates with the appropriate agencies under the Endangered Species Act, the National Historic Preservation Act, and the Magnuson-Stevens Fishery Conservation and Management Act;
Serves as the main transportation point of contact to Caltrans Headquarters, Caltrans Districts within or affecting the Los Angeles District, and HQUSACE.

Required
Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines plus appropriate experience or additional education.
Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences, including at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Bachelor's degree (or higher degree) in engineering from an accredited program or equivalent education and experience.
Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination.
Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science.
Courses equivalent to a major in physical science, engineering, or mathematics that included at least 24 semester hours in physical science and/or related engineering science plus appropriate experience or additional education.
One year of specialized experience equivalent to the GS-11 in the Federal service which includes experience managing transportation projects and/or programs (highway/road, rail, and ports), including ensuring compliance with governing public laws.
Incumbent is required to obtain and maintain a valid driver's license.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct deposit of pay is required.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
