Responsibilities
Performing professional and technical functions providing customer service to taxpayers forwarded from the Contact Center and Service Centers for complex taxpayer support on some of the agency's more complex tax situations
Assists customers with reviewing and interpreting data for the assigned tax schedules of corporate income and franchise, individual income, motor vehicle lease, privilege, sales and use, sales utilities, scrap tire, white goods, and withholding
Establishing payment plans for all tax schedules within set guidelines
Answering notice and refund inquiries
Providing assistance with more complex individual income and business tax questions
Makes technical determinations from contacts to resolve tax questions and liabilities resulting in effective courses of action for customers
Reviewing tax returns and related documents to assist in the resolution of tax liability of a more complex nature including business taxes
Accessing taxpayer account information
Entering and adjusting financial information into a computerized tax system which can result in an updated tax notice in adherence with departmental rules and regulations
Answers telephone calls and resolves written correspondence related to tax law
Responds to taxpayers on issues relating to the computation and application of tax credit for taxes paid another state when an individual resides in North Carolina but works in another state
Assisting a business who ships an item out of state to the customer's home and what the tax implications are in that situation
Listens carefully to the taxpayer to ensure the taxpayer's question is properly addressed
Consults the federal and State publications which address the issues involved
Searches through the subject matter to locate the provisions of the law which apply to the taxpayer's concerns
Assists third parties, including accountants and attorneys, and any customer inquiring about NC tax codes with interpretation of North Carolina tax law and explanation of the forms and instructions
May train new or lower-level Administrative Specialists or Revenue Tax Technicians in the Telephony Unit
Directs inquiries outside the responsibility and knowledge level of this position to a Revenue Officer Manager or another divisional employee for assistance, as applicable

Required
Bachelor's degree in Business/Public Administration, Economics, Accounting or related field from an appropriately accredited institution; or an equivalent combination of education and experience.
Thorough knowledge of revenue laws and the processes, procedures, and methodology required to administer each of the different tax types and schedules to determine tax liability, secure delinquent returns, conduct tax investigations, and assist taxpayers with filing delinquent returns.
Thorough knowledge of the taxation and enforcement provisions of the revenue laws and administrative regulations relating to all tax schedules.
Thorough knowledge of the Department's Integrated Tax Administration System including the ability to make adjustments to taxpayer accounts as deemed appropriate.
Basic knowledge of Microsoft Office Suite software, including Excel and Word.
