Responsibilities

Lead the development and execution of winning strategies and proactive captures culminating in compelling proposals for Civil Federal Agency opportunities >$100M, including strategic win themes, marketing campaigns and call plans, customer analysis, competitive analysis, solution and gap analysis, and the recruiting and selection of teaming partners.
Ensure the development of a winning offer and solution sets (e.g., technical/management, price-to-win, schedule, past performance)
Manage communications and relationships with partners and subcontractors, coordinating customer communications and relationships with Business Development.
Conducting or providing guidance to competitive analysis and price to win efforts.
Ensuring win strategy and improved positioning actions are reflected in the proposal as it is developed and refined.
Identify and mitigate risks associated with the bid, and keep leadership advised when new bid risks are encountered, or mitigation plans fail to achieve desired results.
Maintain extensive knowledge of the current developments in the government marketplace to assess the position of company and determines how to improve it.
May lead teams to develop and deliver various professional services solutions to include whitepapers, demonstrations, proposals, and other internally developed products used to identify, qualify, and capture new business.
Be a team player, engaging and collaborating with others as needed to improve the company's competitive positioning and pre-RFP preparation.

Required

Requires at least 16 years' Government contracting experience with BS/BA or 14+ years with MS/MA or 7+ years with Ph.D. (experience in lieu of education will be considered)
5-7 years' experience leading captures in excess of $75M.
Knowledge of and experience leading or contributing to the entire Federal business acquisition lifecycle from early identification and qualifying of opportunities, to capture efforts to improve positioning/preparation through to the proposal phase to prepare a compelling response.
Specific experience pursuing and winning Federal IT solution and services contracts involving one or more of the following: IT infrastructure, data centers, service desk programs, large complex IT solutions, cybersecurity, agile software development, high-end systems engineering and integration.
Experience forming capture plans and associated resource/budget needs; managing to the plan and tracking budget expenditures.
Experience or familiarity with solution and BOE development, and refining price strategies across a variety of acquisition types to include IDIQs/GWACs/BPAs, FFP, T&M, LH, CPFF/CPAF.
Experience collaborating with proposal managers to form response plans, identify needed response resources; experience working throughout the proposal lifecycle.
Demonstrate solid leadership qualities and organizational skills in driving opportunity pursuit efforts.

Preferred

Experience with multi-phase acquisitions to include orals preparations and presentations.
Experience with acquisitions involved coding challenges and/or the formation of proof of concept/demonstration systems that address RFP requirements.
Experience in negotiating teaming agreements both as a prime and as a sub.
Experience as program manager, lead architect/engineer, project/task manager as a contractor on Federal IT solution/services programs.
Excellent written and oral communication skills.
Demonstrated capacity to stay on top of current trends, issues, and technologies in mission areas through participation in industry groups and conferences.
Ability to actively communicate with, inspire, and motivate all levels of staff.
Demonstrated ability to think outside the box, acting strategically and proactively.
