Responsibilities

Support proposal activities including, but not limited to analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, teammate/subcontractor coordination of agreements and data calls, participating in all proposal team meetings, preparing the terms, conditions and assumptions upon which the proposal may be submitted, reviewing the technical and pricing proposals for accuracy and consistency, conducting overall business risk analysis, and preparing the proposal documents for submittal to the Customer
Review and analyze solicitations for potential risks, including compliance with terms and conditions. Coordinate closely with the Contracts Administrators assigned to program to ensure subcontracting activities and prime contract flow downs are carried out in a manner consistent with prime contract requirements and operational objectives.
Participates in the negotiation of contract terms from proposal stage to project close-out in accordance with relevant regulations.
Negotiate Non-Disclosure Agreements, Teaming Agreements, and Subcontract Agreements with potential teaming partners both as a Prime contractor and subcontractor.
Develop or review prime contract flowdown documents to ensure compliance with prime contract requirements and to minimize company liability.
Administers assigned contracts and subcontracts to include but not limited to contract modifications, ensuring compliance with prime contract requirements, proposal preparation, and contract negotiation with existing or prospective clients.
Generate reports on contract activity as required, ensuring a timely processing of technical, financial reports and deliverables.
Coordinate with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual document.
Adheres to contract policies, procedures, methods, operating practices, and performance standards for areas of responsibility.
Serves as a liaison with the PMO and customers regarding contracting issues.
Performs all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments
Assist the HR department and Finance Department in performance of contractual agreements.
Communicate and support Senior or Executive leadership as needed

Required

10+ years of experience with contract administration, negotiations, and proposal preparation
Experience with various contract types, including fixed-price, time and material, cost reimbursable, and General Service Administration (GSA) schedules, such as government-wide acquisition contracts, blanket purchase agreements (BPAs), and rapid response IDIQs
Experience with FAR 9.5 organizational conflict of interest (OCI) terms and helps develop mitigation strategies, as necessary
Knowledge of federal government contracting
Knowledge of federal acquisition regulation (FAR) and agency supplements
Ability to establish and maintain relationships with internal and external clients
Must be able to function in a fast pace, team focused environment
Must be US Citizen
Ability to obtain Secret clearance

Preferred

Deltek Costpoint Contract Module Experience
Top Secret Clearance (Desired but not required)
NCMA CFCM or other Contract Administration certification
BA degree preferred
