Responsibilities

Provide support for the development of Life Cycle Cost Estimates (LCCEs) and Rough Order of Magnitude (ROMs) estimates utilizing ICE standardized methodologies, templates, and procedures.

Implement, oversee, and update current ICE Affordability Policy and Affordability SOP for programs undergoing an Acquisition Decision Event (ADE).

Develop additional SOPs to surround the cost estimating process.

Perform data collection activities that will support both ICE and DHS objectives in this area, including collection of both Agile metrics and Cloud data from programs that will aid the DHS effort and will continue through the life of the contract.

Additional areas of data collection as required; assist with collecting and designing the storage and analysis of data

Required

U.S. Citizenship

Bachelor's Degree or higher

Ability to successfully complete a background check and obtain a security clearance

At least 7 years of experience in support of government acquisition

Possess a Government or industry standard cost certification - examples include: CCEA and Professional Cost Estimator/Analyst (PCEA) certifications from the ICEAA, Professional and Technician Level Certifications e.g. Certified Cost Technician (CCT), CCP, CEP from AACE International, and DAWIA or DHS Cost Estimating certifications

Demonstrated skill in working with spreadsheets and complex models

Demonstrated skill in working with Automated Cost Estimating Integrated Tools (ACEIT)

Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments

Demonstrated skill in conducting advanced mathematical, statistical, econometric, and other scientific methods

Possess good communication skills, both written and verbal

Demonstrated capability to work both independently and as part of a team
