Responsibilities

Lead the processing of complex FOIA requests, ensuring adherence to statutory timelines and legal requirements

Conduct detailed reviews of FOIA requests to ascertain their scope and the appropriate exemptions

Oversee the preparation and submission of FOIA responses, ensuring they meet all regulatory and quality standards

Coordinate with various internal departments to gather and compile responsive records

Advise staff and management on FOIA compliance, best practices, and policy updates

Mentor and train junior staff on FOIA processes and guidelines

Utilize advanced analytical methods to evaluate FOIA trends and report on performance metrics

Maintain accurate documentation and records of all FOIA activities and decisions

Engage with requestors, addressing inquiries and providing updates on request status

Required

Five years of prior FOIA experience

Ability to process FOIA requests from cradle-to-grave

Experience reviewing large record sets and applying redactions to responsive records in accordance with the FOIA, USDA's FOIA regulations, and any applicable case law

Drafting correspondence; Managing FOIA admin files in accordance with office SOPs

Proficiency with USDA's commonly used confidentiality statutes

Preparing FOIA appeal packages for legal sufficiency review.
