Responsibilities

Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ, maintains a courteous, Christ-like attitude in dealing with people within and outside of Compassion, and faithfully upholds Compassion’s ministry in prayer.
Acts as an advocate to raise the awareness of the needs of children. Understands Christ’s mandate to protect children. Commits to and prioritizes child protection considerations in all decision-making, tasks and activities across the ministry. Abides by all behavioral expectations in Compassion’s Statement of Commitment to Child Protection and Code of Conduct. Reports any concerns of abuse, neglect or exploitation of children through Compassion’s internal reporting process and appropriately supports responses to incidents if they occur.
Uphold and engage in Compassion’s core Cultural Behaviors.
Reviews, negotiates, and manages all USG grant-related agreements (also including subgrants, subcontracts, purchase orders, and consulting agreements), ensuring compliance with donor and legal requirements.
Supports the proposal development process, collecting and presenting needed program and financial information from potential subgrantees and suppliers, acting as the primary liaison between the program teams, Legal Department, and the Office of Risk Management on compliance-related operational risks associated with grant agreements.
Ensures compliance with donor rules, regulations, and legal frameworks at federal, state, and international levels. Assists Legal Department with interpretation of grant agreement terms and regulatory changes, providing guidance to program teams on compliance with legal and donor requirements. Participates as a member of Compassion’s Procurement Community of Practice.
Manages and updates the Government and Multilateral Funding Procurement Manual, ensuring it aligns with donor regulations and internal policies and conducts procurement system self-certifications to 2CFR200 for USG-funded projects, monitor grant activities for compliance risks, and lead USAID procurement preapprovals with contracting officers.
Manages vendor vetting, including due diligence, background checks, and performance assessments to ensure compliance with donor regulations and coordinates development, review, negotiation, and execution of procurement contracts and purchase orders, ensuring alignment with legal frameworks, donor regulations, and project budgets in collaboration with the Finance team.
Procures goods and services adhering to internal and donor policies regarding pre-approvals, requests for proposal, bidder evaluation, selection and documentation. Guides high-value USAID procurement transactions across National Offices and headquarters departments such as Facilities and IT.
Oversees financial and compliance perspective aspects of procurement process for USG and multilateral donor-funded projects, ensuring alignment with budgets, financial plans, and procurement strategies.
Monitors donor compliance and serves as the point person for third-party audits of procurement transactions, ensuring organizational readiness and compliance, and provides regular updates to Legal Department leadership and Core Grants Team on compliance status and risks.
Maintains procurement documentation hub capturing all required documentation for USAID transactions over $10,000. Maintains records of grant agreements and related legal documentation for audits and reviews.
Builds organizational capacity for managing high-value and high-risk grants with minimal legal exposure, developing and providing formal training on procurement policies, USAID rules, and regulations to staff globally.
Manages project subgrantees from announcement of grant opportunity, selection, award through to subrecipient monitoring and management. Runs competitive sub grant solicitations ensuring clear presentation of grant requirements. Builds the capacity of small grantees in coordination with National Offices. Assists in resolving problems with both deliverables from and payments to sub grantees.
Ensures required staff acquire and maintain certifications for USG funding (e.g., USAID cooperative agreements).
Trains program and finance staff on compliance, donor requirements, and grant agreement terms. Coaches and provides expertise and may oversee the work of other professionals and support staff in related disciplines.

Required

Bachelor's Degree in a related field.
Ten years Relevant experience working in this or a related field.
Strong understanding of donor regulations, especially from USG and international agencies (e.g., USAID, UN, etc.).
Proven experience negotiating and managing complex, high-value grant agreements, including associated subawards.
Excellent communication skills and the ability to explain compliance and legal concepts to non-legal teams.
Proficiency in contract management software, procurement software, and compliance tracking systems.
Experience working with government and multilateral donors.
Previous work within or alongside a legal department or compliance function.
Certification from a nationally or internationally recognized organization in a related field.
**Equivalent education, training and/or certification may be substituted for experience and education shown above**

Preferred

Knowledge of international law or cross-border grant regulations is a plus.
