Responsibilities

Serve as a lead biologist and/or project manager in the successful development and execution of utility, transportation, and renewable energy projects.
Develop permitting strategies, provide regulatory guidance, and direct surveys for biological resources to document existing conditions and to identify sensitive habitats or habitats for rare, threatened, or endangered species on a project site.
Support staff in preparation of biological resources sections for CEQA documents, evaluate potential environmental impacts and develop mitigation measures.
Provide quality assurance reviews of technical documents.
Lead coordination with regulatory agency staff to discuss and negotiate project impacts, permitting requirements, and mitigation strategies.
Support or lead environmental compliance efforts.
Support other permitting project managers as a senior technical lead providing regulatory permitting strategy support and managing biological resources surveys and associated permitting elements for west coast projects.
Provide mentorship, growth, and direction to junior and mid-level staff, and aid in their career growth.
Manage multi-disciplinary teams to complete projects on time and on budget.
Work with Client Account Managers and Operations on strategic pursuits, including proposal and business development.
Conduct business development activities through direct client contact.
Lead proposal and cost development activities for biological tasks.

Required

Bachelor’s Degree in Biology, Botany, Environmental Science, Ecology, or similar discipline with biological emphasis.
Requires 10 years of progressively responsible work history as a biologist and project manager, ideally with prior consulting experience.
In depth knowledge of California habitats and wildlife species, federal and state biological resources regulations and permitting processes related to special-status species, waters, and wetlands.
Experience leading/reviewing permitting efforts with agencies including but not limited to the San Francisco Bay Conservation and Development Commission (BCDC), U.S. Army Corps of Engineers (USACE), Regional Water Quality Control Board (RWQCB), and the California Department of Fish and Wildlife (CDFW).
Experience leading resource and impact evaluations and endangered species consultations.
Familiarity with state and federal environmental regulations; knowledge of regulatory processes, and experience with CEQA permitting.
Demonstrated experience with professional technical writing, and resource agency permitting.
Experienced and comfortable with coordinating and managing teams of environmental professionals on a variety of projects at the same time.
Ability to charter and lead a project or task team with a focus on client service and internal delivery goals.
Ability to travel or be in the field and occasional work in rough terrain and challenging weather conditions.
Strong follow-through skills, attention to detail and work quality.

Preferred

15+ years of progressively responsible work history as a biologist and project manager, ideally with prior consulting experience.
Master’s degree or other graduate degree.
Experience as a fisheries biologist, wetland delineations, rare plant surveys, and/or habitat restoration.
Possession of a state [Scientific Collecting/MOU] or federal permit [10(a)1(A)] for listed species or Professional Wetland Scientist certification is preferred.
Experience with the environmental consulting industry with renewables, energy infrastructure, transportation, or other related project sectors.
