Responsibilities
Provide leadership, oversight, and management of the USCG Portfolio of programs to achieve cost, schedule, and performance objectives.
Establish and maintain client relationships to support on-going contract operation objectives.
Establish and maintain partner relationships to support on-going contract operation objectives.
Identify and develop on-contract growth opportunities for current contracts.
Develop and manage processes, procedures, and metrics to establish repeatable program performance and transparent oversight.
Develop budgets and provide resources to enable superior USCG Program performance to include on-the-spot awards, team building events, training, professional development, tools, and matrix technical support or consultant services.
Mentor and develop assigned Program Managers to create a supportive and growth-oriented work environment.
Apply lessons learned, best practices, and risk management principles to continuously improve USCG Portfolio program performance.
Serve as hiring manager for existing USCG contract vacancies to include initiating the recruitment process, developing the job description to convey key information to the hiring team, analyzing and interviewing potential candidates, making and negotiating job offers, and onboarding and managing new hires.
Participate in networking events, conferences, and symposiums to stay current with USCG plans and initiatives in support of strategic business objectives.
Lead post-award contract activities and manage post-award contractual requirements, terms, and conditions.
Manage the performance and program execution of USCG contracts with direct involvement in the alignment of corporate objectives and client expectations.
Manage program budgets, monitoring expenses, and prioritizing resource utilization to achieve the best possible performance while minimizing costs.
Perform risk analysis to identify issues, implement mitigation strategies, and promptly take corrective actions to meet deadlines and guarantee project success.
Mentor and develop staff to create a supportive and growth-oriented work environment.
Create a positive and motivating work environment to foster a high-performance culture.
Establish and maintain client relationships to achieve customer satisfaction objectives for respective programs.
Establish and maintain subcontractor relationships to foster productive team performance for respective programs.

Required
Masters Degree
10 years of Direct Leadership experience
8-10 years of Operational Experience, preferably with the USCG
8-10 years developing processes and procedures
5 years proposal and contract experience
TS/SCI Active Clearance
This role is restricted to U.S. person(s) (ie., U.S. citizens, permanent residents and other protected individuals under the immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3))
