Responsibilities
Performs various administrative duties during project start-up, such as: Establishing a responsibility matrix, developing the project budget and schedule of values, obtaining necessary licenses and permits, obtaining necessary contractual documentation from subcontractors and vendors.
Manages and administers the construction phase of the project, including: Managing the change order and claims process, consolidating and submitting pay applications, interfacing with the Superintendent, subcontractors, and suppliers, controlling and reporting project progress, reviewing costs and implementing cost control procedures.
Manages all project close-out activities, including: Ensuring completion of items from corrective action lists and punch lists, obtaining necessary licenses and occupancy permits, preparing final documentation.
Assists Preconstruction Services in estimating, establishes project schedule, detailed estimate, and staffing, resolves unfavorable variances from established budgets or schedules.
Develops and maintains good relationships with managers of clients, architects, and engineers, conducts subcontractor buyout and major project purchasing.
Guides the professional development of subordinate project management staff, assumes primary responsibility for overall project quality, schedule, and profitability, performs work in a safe manner and actively encourages others to comply with safety rules and regulations.

Required
Bachelor's degree in Architecture, Engineering, Building Construction or Business Management.
10 – 15 years related experience and/or training; or equivalent combination of education and experience.
Strong knowledge of program management, construction management, development, and construction marketing concepts, procedures and terminology.
Strong background in the composition of reports, proposals, technical correspondence, and documentation.
Knowledge of the organizational structure of H. J. Russell & Company.
Understanding of the principles of supervision.
Word processing and spreadsheet computer skills, including advanced knowledge of Microsoft Suite (Word, Excel, Outlook), working knowledge of contract administration tools, and advanced knowledge of project management tools.
Ability to read/understand construction drawings and documents.
Ability to write reports and correspondence.
Ability to speak effectively before groups of clients and/or employees.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to make decisions independently regarding engineering complexities and practices in individual fields.
Ability to prioritize and coordinate multiple assignments and tasks for one or more projects.
