Responsibilities

Responsible for the procurement of subcontracts, including the management of cost, schedule, and performance.
Implement sourcing strategies, assess supplier risk (including financial), and develop mitigation plans.
Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts.
Negotiate and coordinate additions, deletions, or modifications to subcontracts.
Track all Purchase Orders through reports, work matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses. Interface with receiving and accounting to resolve issues.
Meet established goals, objectives, and performance metrics and solve problems of increased scope and complexity where analysis of situations or data requires a review of a variety of factors.
Evaluate root cause and corrective action with suppliers on late delivery performance.
Build stable working relationships with manufacturing, quality engineers, material management, and program office regarding procurement demands by early involvement with programs and suppliers to determine risk mitigation actions for critical path parts.
Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits.
Support Integrated product teams (IPT) through supply chain representative or as an active team member.
Monitor and provide feedback to IPT on critical supplier performance to ensure timely delivery to manufacturing schedules.
Act as a mentor to lower-level peers and provide guidance on tasks.

Required

Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience.
In lieu of a degree, minimum of 10 years or prior Subcontracts experience.

Preferred

Ability to obtain U.S. Secret Security Clearance
Experience with Government Programs in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee).
Experience in Supply Chain Management or Procurement is highly desirable.
Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
MRP system experience
Strong verbal and written communication skills
