Responsibilities
Serve as a trusted partner, and provide strategic, actionable guidance and legal advice, to senior leadership and cross-functional stakeholders on relevant legal and regulatory aspects of the business.
Oversee and ensure compliance with telecom regulations, rules, carrier obligations and industry standards including providing legal advice to product and operations teams.
Respond promptly to legal requests and questions from the business and other stakeholders, including at the executive level, summarizing, and communicating regulatory requirements in a clear, concise, succinct and business friendly way.
Collaborate with the compliance function, policy and other legal colleagues on regulatory engagement strategy.
Lead or Support internal and external regulatory meetings.
Advise and support business unit leadership on the development, maintenance, and documentation of regulatory reporting requirements.
Manage responses to regulatory communications, enforcement actions, and other government inquiries and consultations.
Advise, influence, and coordinate the development of company views on telecommunications regulatory matters.
Advise the business in market access and licensing activities.
Identify key regulatory risks and opportunities and champion informed risk taking and innovation.
Provide end-to-end analysis and support to ensure compliance in the countries where Twilio offers or intends to offer services.

Required
10+ years of post-qualification legal experience in telecommunications law.
Qualified US Attorney.
In-house, government or law firm experience advising in the telecommunications industry on development of compliance strategies, governance, and frameworks, ideally across multiple jurisdictions.
Deep understanding and experience of telecom law practice and principles.
Experience developing, evaluating, and maintaining programs that ensure products comply with laws, regulations, carrier contracts and requirements and industry standards.
Experience with managing and owning projects and partnering effectively with cross-functional teams (both across the legal department and in the Business Unit).
Excellent written and verbal communication, time management, problem solving, investigative skills, attention to detail with the ability to be action-oriented.
Demonstrated ability to work in a collaborative, fast-paced environment and make sound judgment under tight deadlines.
Preferred
Experience working with technology companies and ability to understand complex technical issues.
