Responsibilities
Take ownership of reimagining construction specifications and design manuals.
Act as the internal Subject Matter Expert for design and construction specifications.
Lead the development of Special Specifications and revisions to standards.
Research cutting-edge construction practices and materials for infrastructure improvement.
Brief senior management on the progress of the specifications reimagining program.
Prepare and present information sessions to staff on changes to standards and specifications.

Required
Bachelor's Degree in Engineering, Engineering Technology, Civil Engineering, Construction Management, or equivalent related field needed to meet Licensing requirements of this position.
Five (5) years of experience in the development and application of design and construction standards and specifications.
Two (2) or more years of experience in the preparation of Plan, Estimate and Specification (PS&E) packages for roadway and/or drainage construction projects.
Valid Texas Driver's License upon hire, a good driving record
PE License in the State of Texas or, will be able to obtain PE license in 6 months.
Exceptional personal organizational skills, ability to identify and prioritize assigned tasks independently with minimal oversight.
Excellent written and oral communication skills, including the ability to undertake public speaking roles with ease.
Exceptional interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.
Proficiency in all Microsoft Office suite of applications
Ability to drive a county vehicle to various job sites as needed to accomplish tasks and projects.
Preferred
Master's Degree in Civil Engineering, or related field.
Three (3) years of experience in researching and evaluating products/services and preparing reports.
Two (2) or more years of experience in construction inspection and/or management on heavy civil, roadway, drainage, land development or other related projects.
Supervising small (i.e., three (3) people or fewer) technical teams, providing mentorship and guidance in the development of their skill sets.
Exposure to government purchasing procedures and requirements.
Knowledge in using e-Builder, Microsoft office and other similar software packages.
