Responsibilities

Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Performs the administrative and human resource management functions relative to the staff supervised.
Reviews and evaluates information and data concerning the budget for a significant organizational component or a program with national impact, and prepares the budget presentation for top management officials.
Develops effective strategies for soliciting funding for subordinate organizations, and compiles the data and materials to present budget strategies.
Presents budget proposals to top officials for approval of requested funding levels.
Develops strategies for soliciting funding for subordinate organizations, and presented budget strategy materials to top management.
Performs budget execution work involving the most difficult fund control activities including adapting budgetary policies, analytical methods, and regulatory procedures.
Projects and analyzes the potential effects of budgetary actions on program viability and attainment of program objectives. Evaluates the reactions of fund granting and approving officials to budget proposals.
Monitors and reports on the rate of expenditures of funds.
Considers financial and workload relationship that involve several matters such as the cost of supporting the needs of the changing PC mission and programs; the timing of obligations and expenditures in relations to the budget cycle and availability of funds; and the cost effectiveness of leasing or buying.
Coordinates difficult fund control activities including adapting budgetary policies, analytical methods, and regulatory procedures for use by subordinate echelons.
Administers the formulation and justification of the budget for an entire agency or major component.
Serves as the technical authority on budget formulation for a significant organizational component or a program with national impact.
Oversees the formulation of budget estimates and justifications for conflicting program and budgetary requirements, such as reduction in budget authority coupled with expansion of services to the public.
Interprets and assesses the impact of new and revised Congressional legislation on the formulation of budgets. Develops new methods and techniques of budgeting for the forecasting of long-range funding needs.
Oversees the formulation of budget justifications for conflicting program and budgetary requirements, such as reduction in budget authority, for a program with national impacts.

Required

You must be a U.S. Citizen.
You must be at least 18 years of age.
All Federal employees are required to have federal salary payments made by direct deposit to a financial institution of their choosing.
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
You must complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
You must successfully complete a background security investigation with favorable adjudication.
Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees.
All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
This position requires a public trust background investigation.
A one-year probationary period is required.
The initial appointment is a term of five years and subsequent reappointments are in terms of up to five years.
To be minimally qualified for this position at the FP-02 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-03 or GS-13 level.
Specialized experience includes: Providing guidance and oversight of a full range of budgetary functions and duties associated with all phases of the Federal budgeting process (e.g., formulation, presentation, and execution); and Planning, preparing, analyzing, and reporting on multi-fiscal year formulation and execution efforts using financial management systems; and Experience developing and implementing budgetary policies affecting the execution of resources and briefing senior leaders on the budget program and other financial matters.
Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible.
All current or former Federal employees (including internal employees) must provide a copy of their SF-50 that indicates proof of status and time-in-grade eligibility.
