Responsibilities
Plans and provides technical and administrative direction to subordinate employees performing the work and functions of the organization.
Develops and issues Center for Tobacco Product’s Freedom of Information Act (FOIA) program policies and procedures, including guidelines based upon new or revised legislation or recommendations to ensure compliance implementing FOIA.
Plans, oversees and conducts management studies and analyses of Center for Tobacco Product’s FOIA program operations, formulating and implementing new processes and controls to improve the program efficiency and quality.
Establishes and implements regular reporting to the division and leadership on task prioritization for the FOIA program that includes defining overall prioritization and communicating with management.

Required
U.S. Citizenship is required.
Selective Service Registration for male applicants born on or after 12/31/1959.
Must complete the I-9 form for e-Verify.
Must pass a security investigation.
Must meet time-in-grade requirements (52 weeks at GS-13 level) if a current Federal employee.
Must meet all requirements by the closing date of this announcement (11/25/2024).
Certification of accuracy regarding eligibility and qualifications.
Direct Deposit is required for salary payments.
May be required to serve a one-year supervisory probationary period.
Preferred
Experience leading teams and/or work groups, establishing goals, assigning and tracking work, evaluating and reporting on program performance, and implementing ongoing workforce development.
Experience analyzing and reviewing Freedom of Information Act (FOIA) requests for compliance with laws, regulations, policies, and guidelines, including the Privacy Act.
Experience providing technical advice to leadership and others regarding disclosure laws, legal findings, court rulings, policies, and regulations.
