Responsibilities
Serves as a Supervisory Hazardous Material Aviation Safety Inspector under the immediate leadership and direction of the Branch Manager with the Office of Hazardous Materials Safety (AXH).
The responsibilities for assignment will generally support and implement the FAA Oversight Philosophy (FAA Order 8000.72) through evaluation of the hazardous material transportation systems with manual and/or design reviews, certificate management, surveillance planning, oversight functions, policy, regulatory issues, fitness evaluations, and/or stakeholder engagement.
These include but are not limited to: supporting hazardous materials oversight through assigned risk-based activities such as surveillance planning; in depth evaluation of air carrier training programs, processes and procedures; Safety Management System (SMS) interfaces; operational surveillance; investigations; coordinating/prioritizing/developing strategies for stakeholder engagement; Special Permit and Competent Authority fitness evaluations; resolving complex regulatory matters; and policy development.
Assigns and manages subordinate activities to support the implementation of the FAA Compliance Program (FAA Order 8000.373) utilizing the most effective safety resolution.
Works collaboratively with all Divisions to support evaluations of operator systems and various interfaces with certificate holders and other entities.
Provides advice; guidance on hazardous material transportation issues from other Managers, Supervisors and Senior Experts in AXH and disseminates to subordinates.
Directs the work of subordinate employees at the organizational unit level.
Managerial duties include setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action as appropriate.
Uses assigned budget, staff, and other resources to accomplish project/program objectives.
Manages budget and requests additional resources as needed.
Contributes to budget planning process and projects short-term future needs.
Assigns and manages varying levels of complex oversight and other hazardous materials related assignments to the Hazardous Material Aviation Safety Inspectors under the limited direction of the Branch Manager and in coordination with the Senior Technical Experts.
Applies experience and knowledge of the Hazardous Materials Safety Program, risk-based decision making, regulations, air carrier certification, Safety Management System (SMS), and supply chains to complete assignments and develop plans and techniques to improve air carrier and other regulated entities’ hazardous materials safety programs, policies, and procedures.
Assigns subordinates to hazardous materials oversight and program related activities of regulated parties that introduce or transport hazardous materials into air transportation.
May manage investigations of incidents, discrepancies, and regulatory compliance violations related to hazardous material air transportation to include following up with internal and external stakeholders.
Works collaboratively with other FAA and DOT organizations, other Federal agencies, and industry as necessary.
May represent AXH in various committees, work groups and industry forums.
Contacts requiring communication are both internal and external to FAA.
May represent the FAA upon request as the primary technical authority for major projects and programs in the diverse areas of Aviation Safety Oversight.

US Citizenship is required.
Selective Service Registration is required for males born after 12/31/1959.
Must submit an SF50 (See Required Documents).
Designated or Random Drug Testing required.
A one-year probationary period may be required.
A one-year supervisory/managerial probationary period may be required.
Successful completion of a security investigation may be required.
TO QUALIFY AT THE FV-J (FG/GS 14) LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS 13) level.
SPECIALIZED EXPERIENCE includes: Experience overseeing or conducting safety inspections; analyzing risk-based safety data; and networking and building relationships with stakeholders across multiple layers of an organization, agency, or industry.
