Responsibilities
Plan, organize, and direct a responsive National shared service center that includes the functional areas of employee benefits/retirement, transaction processing, workers compensation and electronic personnel records.
Participate in the formative stages of management planning; represent and advise agency officials in relating program requirements to human resources staff; encourage management actions that will contribute to an improved HR process and system, and identify potential problems and propose modifications to plans and practices that will avert them.
Represent the agency on human resources matters with representatives of other Federal agencies, business/industry, state and local governments, civic and professional groups, unions and other employee organizations.
Supervise a subordinate staff that performs work in various functional areas within benefits and retirement. Ensure staff of the center is trained to advise/assist regional employees, managers, and supervisors to carry out benefits and retirement responsibilities, to meet HR needs arising from daily agency operations, and to assist employees in resolving work related and other problems that may affect employee performance.

Required
US Citizenship or National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Meet time-in-grade within 30 days of the closing date, if applicable
Register with the Selective Service if you are a male born after 12/31/1959
At least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service
Experience advising on human resources issues and assisting in the development/administration of a Human Resources management program
Ensuring compliance with policies, regulations, and best practices
Overseeing the planning, development, and implementation of initiatives to improve or modernize systems and processes
