Responsibilities

Knowledge of agency organizational structure, management policies, procedures and practices.
Extensive knowledge of a wide range of HR sections including Employee Relations, Labor Relations, Awards, Benefits, and Staffing specialization concepts, practices, regulations, precedents and procedures; special recruiting authorities and strategies.
Extensive knowledge of HR processes and procedures to perform technical reviews and management duties to identify alternative solutions to nonstandard problems and issues.
Thorough knowledge of the Guide to Processing Personnel Actions for coding the appropriate FLSA, BUS Code, Complexity Levels, Supervisory Codes and remarks on Standard Form 52 actions.
Comprehensive and thorough knowledge of Position Management, Compensation/Pay, organizational structure/charts, Personnel Accountability, HR Smart, e-OPF and issues related to the Federal recruitment and placement function including DEU rules, regulations and procedures and skill to handle a variety of difficult and complex work assignments.
Skill in providing advice and guidance to management officials on a variety of complex HR problems as they relate to HR Systems(s).
Demonstrated skill in communication (written and oral), conflict resolution and consensus building to foster an understanding, promote acceptance of findings and interact appropriately in difficult situations.
Ability to explain system capabilities to users, identify problems and user requirements and technically communicate system information, data and/or problems to information technology specialists.
Extensive knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations and practices.
Ability to provide comprehensive Human Resources services to management and employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues.
Skill in serving as a consultant to managers in providing HR services and conducting detailed analyses of complex functions within serviced organizations.
Comprehensive and thorough knowledge of and ability to interpret and apply laws, regulations, policies and practices to provide advice and guidance to officials, supervisors and employees on a variety of HR functions.
Knowledge of all major functions of civilian human resources management to include mission, functions, processes, methods and procedures.
Ability to provide basic and/or refresher training in what's involved in technical reviewing processes and proper coding requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level.
Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
