Responsibilities
As Chief of Contract Administration Branch, responsible for overall execution of construction contract administration, contract management, budget and fiscal oversight for construction, operation and maintenance, environmental projects.
Serve as primary manager responsible for financial management and managerial accounting related to major programs involving numerous projects with cumulative multimillion-dollar amounts.
Exercise sound engineering and contract administration judgement to make timely and effective technical and contract administration decisions.
Serve as the primary manager responsible for Contract Administration file compliance.
Responsible for final certification of completeness, accuracy, and administrative sufficiency of all construction contract modifications issued within the District.
Responsible for implementation of prompt payment statutory requirements, overall procedures, internal control and interface with finance and accounting concerning payment for progress and final payments to construction contractors.
Responsible for financial closeout of physically completed construction contracts.
Review and develop contract clauses for incorporation into construction contract documents.
Develop, review and approve government estimates of proposed construction contract work.

Required
Must possess and maintain a Professional Architect or Engineer (P.E.) Certification/License.
One year of specialized experience which includes 1) Performing contract administration duties such as cost estimates, negotiations, developing contract clauses and modification. 2) Formulating solutions to complex issues during all phases of a construction project. 3) managing an operating budget for construction programs or projects.
Bachelor's degree (or higher degree) in engineering or architecture.
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Preferred
Professional registration or licensure in a relevant engineering or architectural field.
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination.
