Responsibilities

Serves as the Enterprise Command Operations supervisor responsible for managing major multiple-year initiatives that involve multi-year, multi-million-dollar contracts, that are inter-agency wide in scope.
Provides supervision and management oversight of subordinate groups and organizations within ECO.
Leads, coordinates, communicates, and integrates services across Enterprise Command Operations and/or subordinate organizations and is accountable for the overall success of assigned duties and responsibilities and ensuring organizational goals are aligned with critical Enterprise Command Operations, End User Services, and Agency priorities.
Responsible for ensuring the work efforts of assigned staff and subordinate organizations achieve the outcomes specified within OIT and the agency's business strategy including life cycle management and capital IT investment plans.
Responsible and accountable for project selection, prioritization, evaluation, monitoring, cost management, risk management, quality management and resource allocations with the scope of Enterprise Command Operations and/or subordinate divisions.
Responsible for long and short-range planning for the functions within the scope of the ECO and EUS.
Prepares, updates, and executes strategic plans, communication plans, division operating plans, and budget operating plans that are designed to achieve ECO goals and objectives.
Executes plans staying within the limitations of resource restrictions while successfully accomplishing the mission of ECO.
Develops policy that has a significant impact and effect on a wide range of offices and activities within ECO, EUS, and across the Agency.
Supports and assists the Enterprise Command Operations Directors (Enterprise Command Center or Enterprise Service Desk) in all matters relating to ECO support.
Reports and communicates relevant national enterprise issues and initiatives to the Enterprise Command Operations Directors.
Reports emergency operational readiness to ECO and Agency leadership.
Operates independently with little or no guidance, interprets policies, and develops operating guidelines, policies and processes where none have previously existed.
Responsible for developing organizational plans, identify and execute on opportunities to streamline the ECO organizational structure, budget and assignments for the purpose of making effective use of existing resources while meeting the goals and objectives set forth by Agency.
Facilitates the effective exchange of information between stakeholders at all levels by sponsoring regular meetings, teleconferences, and coordinating sessions, to ensure all critical parties are informed and involved in decision making activities and maintenance events.
Undertakes OIT level assignments of a special or critical nature; evaluates the impact of changes in business needs, evaluates feasibility, identifies solutions, and presents recommendations to senior management.
Serves as an Incident Management & Incident Handling/Response (IMIR) Professional.
Responds to crises or urgent situations within the pertinent domain to mitigate immediate and potential threats.
Oversees and communicates systematic analytical approach to collect, organize and interpret data, and information to maintain 24/7 operational situational awareness of current and emerging threats.
Directs mitigation, preparedness, response, and recovery approaches as needed, to maximize information security.
Creates and maintains processes and workflows for standard response activities.
Tracks and reports on events/incidents through remediation and creates matrices for reported incidents and trend analysis.

IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position.
Experience developing and implementing knowledge management strategies, processes, and systems to capture, store, organize, and share information across an organization.
Proficiency with IT systems and tools such as content management systems, document repositories, collaboration platforms, and IT Service Management (ITSM).
Demonstrate the ability to analyze and interpret data to identify trends and insights that inform knowledge management decisions.
Experience in marketing to effectively promote and drive adoption of knowledge management programs across an enterprise.
At least one year of supervisory experience (equivalent to the GS-13 grade level in the federal service) in managing the function of the work to be performed.
Experience should include leading, directing, and assigning work of personnel.
