Responsibilities

The incumbent provides confidential advice and direct timely transactional operational support to the Director of RMS.
Regularly provides liaison services, policy studies, information and data analysis to all PPQ staffs.
Provides timely support and advice to managers across PPQ on the applicability or absence of policies, regulations and procedures, engaging the highest level of customer service.
Drafts new or updates existing PPQ policies and processes on a wide variety of administrative functions and provides training or otherwise communicates these changes across PPQ as needed.
Conducts analytical studies, outreach, communications, and provides regular and intermittent reports and updates where and to whom needed, including meeting time-sensitive deadlines.
Works on special projects as determined by the Agency, Director of RMS and on behalf of the Deputy Administrators Office.
Provides leadership in planning, organizing, and evaluating administrative and human resource management activities in order to improve the efficiency and productivity of PPQ.
The incumbent must have the ability to work on multiple projects and constantly reassess priorities.
During an emergency plant pest or disease outbreak response, the incumbent may be required to manage the full range of administrative support to an incident command post.

Required

You must be a US Citizen or US National.
Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one year probationary period, unless previously served.
Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Successfully pass the E-Verify employment verification check.
Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
Selectee will be subject to a pre-employment medical statement and/or exam.
Valid state driver's license is required at the time of application.
In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
All USDA employees are required to be enrolled in Continuous Vetting.
